The Opium Packing Plant that gives Bukit Chandu ("opium hill" in Malay) its name was set up in 1930 to pack chandu in sealed metal tubes, which could only be purchased at government-run shops and were tamper-proof to prevent their reuse. Despite these efforts, consumption of smuggled opium by unregistered addicts remained a problem. These are some labels from smuggled opium seized in Singapore.
